TALLAHASSEE | Ending a struggle that stretched over two years, Florida lawmakers Tuesday endorsed a commuter train for Central Florida, agreed to pay more for commuter rail service in South Florida and potentially improved the state's chances of winning federal funding for high-speed rail.

The Florida House today passed the special session bill, 84-25, aimed at expanding the state’s commuter railroad system. The bill now moves to the Senate.
House Speaker Larry Cretul noted the bill faces an uncertain future in the Senate and told his members to “stay close” for a potential final vote at any moment before the Friday noon deadline.

Thus far, most of the Tallahassee talk about a possible December special session to approve the controversial proposed SunRail commuter train in Orlando has come from the upper chamber of the Legislature.
But one of the House sponsors of the bill that would have allowed the train to be built last year told the News Service of Florida that the lower chamber is simply waiting to see if the Senate will get on board with the session and signal it will approve the plan.

OUR OPINION:
Florida Senate President Jeff Atwater is right to push for a special December legislative session to resolve funding for Tri-Rail and create a commuter rail line in Orlando.
House Speaker Larry Cretul seems willing to have Florida pay a quarter billion dollars to reimburse the federal government for its contributions to Tri-Rail.
Why else would he still be on the fence about having a special session to get permanent state funding for the commuter service that links Palm Beach, Broward and Miami-Dade?

Forget about getting people out of their cars and onto mass transit. Here's the latest fuel driving both the commuter and high-speed trains proposed for Central Florida: jobs, jobs, jobs.
"It's a game changer," said Orlando Mayor Buddy Dyer, who supports both ventures but is especially vested in SunRail, the commuter train.

Daytona Beach News Journal editorial board:The state's high-speed rail application isn't due to the Federal Rail Administration until Oct. 2. But Florida applied Monday for $270 million from the high-speed rail fund to offset the cost of building the $1.2 billion SunRail line. It's a bit of a stretch to go after the high-speed rail money for SunRail but worth the try for these reasons: The commuter line would feed passengers to the fast train. It would also improve the economic link between Central Florida's east and west coast communities. Then, too, the additional money, combined with $300 million in other federal funds that U.S. Rep. John Mica, R-Winter Park, says are promised, should reduce the financial obligation of local partners like Volusia County. That should ease the concerns of SunRail opponents who have blocked the Legislature's approval of the commuter line deal with CSX railroad company for two years.
