All the pieces are coming together well. In the next six months, the Florida Department of Transportation will take its high speed rail plans to 30% design, implement a new outreach plan, start right of way acquisition and start preparing bids for the private sector to compete to design, build, operate and maintain the system. These bids are expected in March 2011, an award made in early 2012, with construction to commence in the fall of 2012. In the meantime, FDOT is planning to release about $100 million in bids for Early Works Safety Projects, the purpose of which are to build safety barriers in the interstate median that will both protect construction crews and the ultimate high speed rail trains.
